Welfare comparisons with bounded equivalence scales
نویسندگان
چکیده
The paper considers the problem of comparing income distributions for heterogeneous populations. The first contribution of this paper is a precise dominance criterion combined with a simple algorithm. This criterion is shown to be equivalent to unanimity among utilitarian social planners whose objectives are compatible with given intervals of equivalence scales. The second contribution of the paper is to show that this criterion is equivalent to dominance for two different families of social welfare functions, one inspired by Atkinson and Bourguignon [3], in which household utility is a general function of income and needs, and a second family inspired by Ebert [16], in which household utility is a function of equivalent incomes. Finally, we extend our results to the case where the distributions of needs differ between the two compared populations. JEL classification: D31, D63

Poverty Orderings when Welfare Comparisons are Uncertain
In applied welfare economics, equivalence scales for household composition and size corrections, and appropriate price de‡ators are minimum requirements to perform interhousehold comparisons of welfare, measured via household income or consumption information. In practice, the information available is insu¢cient and only approximate price or household composition corrections are available. Pove...
متن کاملA Bounded Index Test to Make Robust Heterogeneous Welfare Comparisons
Fleurbaey, Hagneré and Trannoy (2003) develop a bounded dominance test to make robust welfare comparisons, which is intermediate between Ebert’s (1999) cardinal dominance criterion –generalized Lorenz dominance applied to household incomes, divided and weighted by an equivalence scale– and Bourguignon’s (1989) ordinal dominance criterion. In this paper, we develop a more complete, but less robu...
متن کاملAdult Equivalence Scales: A Life-Cycle Perspective
In any policy-orientated study of family welfare, it is inevitable that some comparison of welfare between households with different compositions will be required, and the theory of (adult) equivalence scales aims to formalise the way in which these comparisons may be made. An adult equivalence scale is defined as the proportionate increase in income per adult necessary to maintain a certain le...
متن کاملEQUIVALENCE SCALES Entry for The New Palgrave Dictionary of Economics, 2nd edition
An equivalence scale is a measure of the cost of living of a household of a given size and demographic composition, relative to the cost of living of a reference household (usually a single adult), when both households attain the same level of utility or standard of living. Equivalence scales are dif cult to construct because household utility cannot be directly measured, which results in econo...
متن کاملShould all Iranian Citizens Receive the Same Subsidy Rebate?
The ‘Subsidy Targeting Project’ was introduced by the government of Iran in 2010 to ease the impact of removing price subsidies (carried out as part of recent economic liberalization reforms). Under this scheme, regardless of their socio-economic characteristics, Iranian citizens residing in Iran receive the same amount of cash rebate (currently 455,000 Iranian Rials per month). Thi...
